PROBLEM TO BE SOLVED: To obtain a simple, safe and extremely accurate image map by using an air balloon or small-sized unmanned airship tied up to an observation ship to fly over it. SOLUTION: The air balloon 3 tied up to the observation ship 1 is equipped with a digital still camera 8 and a video-recording device 9, and the observation ship 1, has a gyrocompass device 19 and a GPS device 20 which detect its azimuth and position, a personal computer 17, and a data recording device 21. Detected values of the azimuth and position are inputted to the personal computer 17 to obtain data on the azimuth and position, which are stored in the data recording device 21; and a separately provided data processing unit 23 generates map information according to an image recorded by the video recording device 9, the azimuth and position data stored in the data recording device 21, and map coordinate data previously recorded in the data processing unit 23.
