PROBLEM TO BE SOLVED: To provide active water with high superpoxide eliminating activity and a method of manufacturing the active water in a simple manner with a high efficiency using a low-cost material without requiring an intricate apparatus and special treating agents. SOLUTION: The active water with high superpoxide eliminating activity is adjusted so that the ratio (OH)/(H) of a mean value (OH) of a numerical value corrected to a peak of standard sample manganese based on two hydroxy radicals to a mean value (H) of the numerical value corrected for the peak of the standard sample manganese based on the two hydroxy radicals is≤11.0 within the range of the intensity of magnetic fields from 330 to 337 mT by subjecting the active water to a hydroxy radical decrement treatment and contains a stabilization antioxidation component not inhibited by a radical scavenger.
