PROBLEM TO BE SOLVED: To provide a method and a device for controlling the motion of a washer and a wiper by presuming the adhesion of fouling by using an optical rain sensor. SOLUTION: Light emitted from a light emitting element is reflected by a detecting surface provided at one part of a wiper wiping region of a window shield of a vehicle, and the reflected light is received by a light receiving element, and the state of the detecting surface is detected by the rain sensor. A controlling means requires the discharge of a washer liquid to the window shield, and requires the driving of the wiper. A fouling detecting means identifies a characteristic pattern of an output after a wiper blade has passed the detecting surface from among output signals of the light receiving element, and estimates the adhesion of fouling to the detecting surface. This washer interlinking-type wiper controlling device is equipped with the rain sensor, the controlling means and the fouling detecting means, and when the adhesion of fouling to the detecting surface is presumed, the discharge of the washer liquid is required, and the wiping by the wiper and the discharge of the washer liquid are interlinked.
