<P>PROBLEM TO BE SOLVED: To provide the fare adjusting system of transportation such as a train and a bus equivalent to a parking lot system for discounting a parking lot fee when going shopping to stores, transport facilities and consumers, and to advise the fare adjusting system to increase opportunities for the consumers to go shopping by using a train and a bus. <P>SOLUTION: The consumers are able to pass ticket examination at using a train or a bus by using non-contact IC cards 1 to 4, and to purchase merchandise in stores 15 and 16 with card payment, and to execute the payment of the fares of transport facilities 13 and 14 and the merchandise purchase price in the stores through account withdrawal in a membership management center.
