The device has a non-turnable end plate (3) with hollow-cylindrical carrier (6). A disc-shaped part (19) centered on the carrier engages flat on the plate. A cylindrical shoulder (21) forming a hub, of an angled ring (18), is enclosed by coils of a torsion spring (15). A gap seal (24) is formed by the shoulder and a radially offset part (22) of an operational eccentric (9), which extends rotary symmetrical to a longitudinal axis of the device. The angled ring is of plastic.
