PROBLEM TO BE SOLVED: To provide an image forming method which prevents occurrence of fog at the start of copying and prevents occurrence of image unevenness, periodic image defects, etc., and can form an electrophotographic image good in sharpness, with respect to an image forming method in which an electrostatic latent dot image is formed and this image is visualized to a digital image using toner in a developing step, and to provide an image forming apparatus. SOLUTION: In the image forming method in which an electrostatic latent dot image is formed on a photoreceptor and this image is visualized to a digital image using toner in a developing step, the photoreceptor is an organic photoreceptor having a charge generating layer containing an adduct of titanyl phthalocyanine to a diol having hydroxyl groups on two adjacent respective carbon atoms on a conductive substrate and a charge transport layer on the charge generating layer, and in the developing step, a toner having a saturated water content of 0.1-2.0 mass% in an environment at 30°C and 80% RH is used.
