PROBLEM TO BE SOLVED: To provide a decomposer for polluted soil, etc., capable of obtaining high purification efficiency even in a small amount or in a short time and capable of attaining highly efficient purification of the polluted soil, etc., and to provide a method for producing the decomposer, capable of producing the decomposer at a low cost, by effectively utilizing dust or scale secondarily produced and recovered in an ironworks as a main raw material for the decomposer for the polluted soil, etc. SOLUTION: This decomposer decomposes organohalogen compounds, wherein the decomposer consists mainly of metallic iron, iron carbide is deposited in the metallic iron, and an average particle diameter of the metallic iron is 50μm or less in the decomposer.
