PROBLEM TO BE SOLVED: To assure safety by surely cutting a power supply circuit if a short-circuit failure occurs between a terminal and a high voltage part of a hybrid IC. SOLUTION: A control unit 14 that controls a switching element 4 is provided for controlling the on-off interval of the switching element 4 so that an output voltage from a rectifying/smoothing circuit connected to a secondary coil of a transformer is kept at a fixed voltage. A detected current by a current detecting resistor 5 is inputted in the control unit 14 to limit the operation of the switching element 4 so that an output current value does not rise to or exceed a prescribed value. A surge-resistant current element 10 which is not fused by a surge current caused by a short-circuit failure occurring between a terminal and a high voltage part of the hybrid IC, is provided in series between the switching element 4 and a ground line, and a fuse is applied with the surge current for fusing.
