PROBLEM TO BE SOLVED: To simplify a structure of a seat back with a whiplash preventing function. SOLUTION: A seat back frame 10 is substantially quadrangular and has right and left side plates 11, a lower pipe 12 suspended between the lower ends of the side plates 11, and a turning support pipe 13 suspended and fixed between the upper ends of the side plates 11. An oscillating frame 20 is substantially quadrangular, and has an oscillating pipe 21 having a reversed U-shape and a reinforcing pipe 22 suspended and fixed between the lower ends of right and left side sections 21b of the oscillating pipe 21. By penetrating the turning support pipe 13 through the right and left side sections 21b of the oscillating pipe 21, the oscillating frame 20 is supported turnably by the seat back frame 10. A support cylinder 23 for passing and supporting a stay 2 of a head rest is fixed to the upper side section 21a of the oscillating pipe 21 positioned over the turning support pipe 13 in a standing state.
