To renovate the steel and concrete wall of a bunker, e.g. for holding loose waste and rubbish for incineration, where the wall (2a) is to be fitted with a cladding of steel plates (15), the steel plates are drilled (22) to take anchors and are fitted at the wall with a gap between them. The wall is drilled to take the anchors by a drill (40) which is fitted to the steel plate with resistance against push and pull forces. The drilled steel plates are used as a gage to locate the anchor holes in the concrete wall, with a plate (41) welded to the back of the steel plates with a center opening (42) to guide the drill. The anchors are inserted, and the space between the plates and the wall is filled with poured mortar.
