PURPOSE: A method for controlling a forward power of a mobile communication system is provided to subdivide a range of comparing power values that can permit a difference value between a terminal power and a reference power when controlling power in a base station, and to precisely control the terminal power according to the subdivided range, thereby preventing speech quality from deteriorating. CONSTITUTION: A system measures an output power of a terminal and a reference power. The system compares a difference value with a limited power value, and transmits one of four power control bits to a terminal according to compared results. The system controls the output power of the terminal according to the transmitted power control bit. When transmitting the power control bit, if the difference value is included in an absolute value range, the system maintains the output power of the terminal. If the difference value is bigger than a positive limited power value, the system lowers the output power. If the difference value is smaller than a negative limited power value, the system increases the output power.
