<P>PROBLEM TO BE SOLVED: To raise an efficiency of an engine by operating the engine in a range having a small (proper) fuel consumption and to maintain the high responsiveness of the engine. <P>SOLUTION: An output of the engine and a pump absorption horsepower is matched to be balanced on a target torque line L1 of a torque diagram.
