PROBLEM TO BE SOLVED: To provide a recording and reproducing device which solves the problem that data can not be transferred from a cache memory to a drive to cause capacity exceeding with data to be stored in the cache memory. SOLUTION: This recording and reproducing device is constructed so as to be provided with a compressing means which expands a stored video signals and then compresses and outputs the signals when the recording and reproducing device monitors a storage amount of video signals stored in a video signal storing means and compares the storage amount of the stored video signals with a specified value to find that the storage amount is larger than the specified value, and a recording means which records the video signals outputted from the compressing means on a recording medium when the recording and reproducing device stores the video signals in the video signal storing means and compares a storage amount of the video signals with a specified value to find that the storage amount of the video signals is smaller than the specified value.
