PROBLEM TO BE SOLVED: To reliably produce sea water ice with a salt concentration that does not lower the quality of fresh food, especially fishery products without the installation of a dedicated tank or using fresh water. SOLUTION: Sea water fed into a tank 2 is circulated between a circulation circuit 3 and the tank 2, and part of the sea water is frozen by an ice making device 7 to produce sea water ice. As soon as the production of sea water ice begins, a circulation pump 6 is driven and cooled sea water with a higher salt concentration inside the tank 2 is discharged into sea through the circulation circuit 3 and a discharge circuit 5 while a water intake pump 8 is driven and sea water is fed into the tank 2 through a water intake circuit 4 and the circulation circuit 3.
