<P>PROBLEM TO BE SOLVED: To provide a conductive roller simple in construction, superior in lighter-weight property and capable of being manufactured in easy manufacturing processes, and an image forming device using the same. <P>SOLUTION: The conductive roller 10 comprises a roller body 1 formed of a resin material as a base material containing at least a conductive agent and a polyurethane layer 2 supported on the outer periphery of the roller body 1. The polyurethane layer 2 is formed by urethane RIM molding where a polyol component and a polyisocyanate component mixed and injected in a forming die for determining the final shape of the conductive roller are reacted with each other and hardened. The roller body 1 preferably has a hollow structure and preferably has fine shaft shapes at both ends and a gear integrally formed at the single end.
