PROBLEM TO BE SOLVED: To provide a brush holding device and a rotating electric machine that prevents a brush from interfering with a commutator and peripheral parts by a simple structure when the brush is assembled, and that does not cause an abnormal sound nor a brush sliding defect when the rotating electric machine is operated. SOLUTION: The brush holder is provided with the brush 40 that contacts the commutator 93 slidably, a brush activating means 50 that activates the brush 40 to the commutator 93 side, and a brush holder 30 that accommodates the brush activating means 50 and the brush 40. A locking portion 30a that locks a contact side end where the brush activating means 50 contacts the brush 40 is formed on the brush holder 30. On the brush activating means 50, a locking means 51 is provided that is fitted to the locking portion 30a. By making the locking means 51 locked to the locking portion 30a, the brush 40 is prevented temporarily from urging to the commutator 93 side. COPYRIGHT: (C)2004,JPO
