PROBLEM TO BE SOLVED: To surely prevent illegal surreptitious photographing and to restrict a photographing function or the like at a level in response to a photographing environment. SOLUTION: The surreptitious photographing prevention system comprises: a signal transmission apparatus for transmitting a control signal to stop a function of photographing or the like of a camera function-attached portable telephone set; and the camera function-attached portable telephone set the display or photographing operation of which is controlled on the basis of the control signal, the signal transmission apparatus can transmit each of control signals respectively corresponding to restrictions of photographing, storage, transmission and display or the like in response to a restriction level, and the operations of the photographing, storage, transmission, display or the like of the camera function-attached portable telephone set are respectively restricted through the reception of a plurality of the control signals.
