The shaft rod is attached at the lower end to a holder for a wheel and at the top end to a loop type handle (14) with operating device having a housing (20) containing first and second bearing points for the operating levers which project by an actuating section through a side slot out of the housing. The bearing points are identical preferably symmetrical to the axis of the holding attaching. A first operating lever (24) is mounted on the first bearing point whilst a second or third operating lever (22) is mounted on the second bearing point connected with a push and/or pull element for the brake. The first and third levers are identical each having a coupling section which engage with coupling mechanisms provided in the housing. A locking device for the second operating lever is set in the housing and can be actuated by a locking and unlocking lever which is mounted on the third bearing point and extends to the same side as the second or third operating lever.
