PROBLEM TO BE SOLVED: To provide a method and an apparatus for easily and surely producing a hydrogen-containing gas from a hydrocarbon fuel. SOLUTION: A reaction gas obtained by burning a liquid hydrocarbon fuel in a preevaporation-premixing burner 1 or burning a gaseous hydrocarbon fuel in a premixing burner 20 with combustion air in an amount smaller than the theoretical air amount is fed with water, and thereafter, it is passed through a CO shift part 14 and a CO removal part 16, so that the hydrogen-containing gas can be produced. The reaction gas obtained by the burning with a small amount of the combustion air comprises hydrogen H<SB>2</SB>and carbon monoxide CO, and when the hydrogen-containing gas used in a fuel battery is produced by utilizing the same, a catalyst is not used for reforming reaction, so that technical problems as for a catalyst in carbon deposition, or the like, are cleared, further, a reaction device is simplified, and the device itself is miniaturized to improve its maintainability, and to realize the reduction of its cost.
