<p><P>PROBLEM TO BE SOLVED: To reduce processing computational complexity and processing time of scheduling in packet control and to improve throughput of a communication system. <P>SOLUTION: A priority queue 111 notifies a timer 112 of a storage time, or the like, in which a transmitting packet is stored. The timer 112 calculates the remaining time of each of packet data and outputs it to a scheduler 113. The scheduler 113 acquires a receiving quality of a mobile station from a demodulation part 107, calculates priority (=receiving quality×1/remaining time) for each packet and selects a queue wherein the packet of maximum priority is stored. Further, according to the priority, transmission conditions such as a modulation scheme and an encoding rate are determined, and respective circuits of an HARQ part 116, the modulation part 103 or the like are controlled.
