PROBLEM TO BE SOLVED: To prevent the entry of water such as muddy water or rainwater from a gap between the outer end face of a housing 6 and the inside face of a pulley 2b. SOLUTION: The inside face of the pulley 2b is opposed in proximity to the outer end face of the housing 6. A plurality of recessed grooves 24 are provided in the inside face of the pulley 2b in the state of being recessed from the inside face in a radial form in the radial direction of the pulley 2b at circumferentially equal intervals. Portions opposed to the recessed grooves 24, of the outer end face of the housing opposed to the inside face, are formed to be flat.
