PROBLEM TO BE SOLVED: To reduce cost of a device for setting operation restricting information inputted by an adjustment executor. SOLUTION: A highest car speed setting volume 11 allows the adjustment executor to designate the highest car speed of an industrial vehicle. A microcomputer 14 writes information indicated by the highest car speed setting volume 11 in an EEPROM 15 when pressing a limit switch 16 by connecting the highest car speed setting volume 11 to a controller 13. A connector 12 detachably connects the highest car speed setting volume 11 and the controller 13.
