PROBLEM TO BE SOLVED: To arrange spacers on prescribed positions on an electro-optic panel with good accuracy. SOLUTION: First, an alignment layer is formed on a substrate 10a (a step S101). Next, spacer arrangement sections are irradiated with UV rays by using a UV lamp and a mask (a step S102). The spacer arrangement sections are then subjected to surface reforming treatment to make the contact angle between the spacer arrangement sections and a solvent for dispersing the spacers smaller than the contact angle with the peripheries of the spacer arrangement sections. The spacers are arranged by using a liquid droplet discharge method in the spacer arrangement sections after the surface reforming treatment (a step S103). The solvent for dispersing the spacers is evaporated by heating the substrate to a prescribed temperature by a heating means after a spacer dispersion solution is bonded to the spacer arrangement sections on the substrate (a step S104) to complete the arrangement of the spacers.
