PROBLEM TO BE SOLVED: To provide an actuator and a printing head which indicate a full displacement amount and have less variation of the displacement amount. SOLUTION: A substrate 2, and a plurality of displacement elements 7 at the substrate 2 are set. A plurality of restricting parts 8a are bonded via an adhesive layer 1a to the substrate 2. A displacement is induced by a non restricting part 8b, whereby the displacement elements 7 operate independently of each other. A total thickness T is made not larger than 100μm, a d constant is made 200 pm/V or larger, and a thickness t of the adhesive layer 1a is made 0.5-5μm. COPYRIGHT: (C)2004,JPO
