PROBLEM TO BE SOLVED: To facilitate handling and performance; to exhibit high fail safe; and to reduce cost by reducing the number of using part items by enabling an internal combustion engine to stop easily, surely and safely. SOLUTION: In this igniter for the capacitive discharge type internal combustion engine, a period detecting signal is generated when a forward voltage quantity of output voltage of a power generation coil reaches a period detecting voltage value for obtaining continuous ignition operation; a rotating speed is detected by time between the adjacent period detecting signals; and an ignition signal is outputted to a switching element for discharge when necessary. Generation of the period detecting signal is made impossible by a short circuit of the power generation coil and the earth, and when time from the final period detecting signal exceeds stop time set as time shorter than short circuit time and longer than one cycle, the ignition operation is made impossible by continuously outputting the ignition signal, and sure and safe stopping operation is obtained by simple operation.
