PURPOSE: An apparatus and a method for testing a signaling message processing performance in a No.7 signaling network are provided to test and measure the signaling message processing performance of an MTP(Message Transfer Part) by using an MTPT(MTP Test user part) without a separate common test equipment. CONSTITUTION: A test message generating part(61) generates a certain performance test message including a message serial number and generation time information. A message transmitting part(62) transmits the performance test message generated in the test message generating part(61) to a lower MTP, and transmits the performance test message to a DP(Destination Point). A message receiving part(63) receives the performance test message through the lower MTP. A performance test management part(64) transmits a performance test request message to the DP under the control of the test message generating part(61). If a performance test response message is received, the performance test management part(64) measures a signaling message processing performance by using a serial number and generation time information of the performance test response message.
