PURPOSE: A method for operating a data channel transmission rate of a mobile communication system is provided to enhance an RLP(Radio Link Protocol) throughput of a base station sector by effectively adjusting forward link data channel transmission rate of a physical layer. CONSTITUTION: A BMP(Base station Main Processor) accumulates power of am FCH(Fundamental traffic CHannel) and SCH(Supplemental CHannel) transmission power for the number of time(T1/Ts) corresponding to a value obtained by dividing specific time(T1) by reference time(Ts) by sectors, and obtains each average value for the accumulated number of time(T1/Ts) by channels(S10). the BMP calculates power of a sector available for allocation of SCH(S20). The BMP determines whether a traffic channel has been transmitted during a previous SCH allocated section(S30). If traffic channel has been transmitted, the BMP determines whether the SCH has not been transmitted during the previously SCH allocated section(S40). If a traffic channel has been transmitted, the BMP allocates a pre-set specific initial SCH transmission rate(S50), compares the initial SCH transmission rate with a data transmission rate determined according to the amount of packet data transferred from an SDU(Selection and Distribution Unit), and determines a smaller value as a final SCH transmission rate(S60).
