PROBLEM TO BE SOLVED: To make an identification of person himself (or herself) automated in preparing an ID card containing a photograph of his (or her) face.

SOLUTION: A judgement whether an applicant is the person himself (or herself) is made by matching and comparing an information of a newly taken face picture with an old face picture information filed in advance based on an identification (ID) number. In the case where the applicant is identified to be the person himself (or herself), the filling update for the preparation of the ID card or the data consisting of a pair of the ID number and the face picture information is made.
