PROBLEM TO BE SOLVED: To provide a radio wave receiving system and a radio controlled clock which can stably receive weak radio waves.

SOLUTION: A carrier extraction circuit 9 outputs a signal having the same frequency and phase as a carrier to a signal reproduction circuit 10 as a signal b based on a signal a received from a filter circuit 8. The reproduction circuit 10 amplifies the signal b so that the signal b has an amplitude corresponding to 55% of the maximum amplitude of the signal a, and subtracts the amplified signal from the signal a. The subtracted signal is input to a PD (phase comparator) via a limitter circuit and compared with the phase of the signal b. A signal is output from the PD as a signal corresponding to a base band signal of the signal a via an LPF.
