PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor which is provided with an insulating separation layer with superior mass-productivity and has a small leak current and high dielectric strength, and to provide its manufacturing method. SOLUTION: The 2nd insulating part 6 is provided on a dielectric coating 2 at the outer circumferential part of a valve metal sheet body 1, a solid electrolytic layer 3 on a dielectric coating on an opening surface of the inner circumferential part of the 2nd insulating part 6, a 1st insulating part 5 at the outer circumferential part on the 2nd insulating part 6 and solid electrolytic layer 3, and a current collector layer 4 on the solid electrolytic layer 3 on the opening part of the inner circumferential part of the 1st insulating part 5.
