PROBLEM TO BE SOLVED: To obtain an error control method, a communication device, and a communication system which reduce the time delay caused by sequence control and reduce the number of reception buffers and reduce the output burst of packets. SOLUTION: The communication device has a constitution of performing error control by adopting the ARQ (automatic repeat request) system for retransmitting packets in the case of packets having had errors found and is provided with an ARQ control part 12, and the AEQ control part 12 secures the sequence of reception packets in the case that the quantity of reception packets which are made to wait for sequence control due to retransmission processing is equal to or smaller than a prescribed quantity, and the ARQ control part 12 outputs the reception packets before packets to be retransmitted in the case that the quantity of reception packets which are made to wait for sequence control due to retransmission processing is larger than the prescribed quantity.
