PROBLEM TO BE SOLVED: To provide a structure, which has a simple device-configuration and where a preliminary bending work and a permanent bending work subsequent thereto are conducted in one motion. SOLUTION: A link 19, which moves up and down a base 4 having a slide base 6 mounted thereon, and a link 20, which moves the slide base 6 back and forth, are each connected to a crank pin 14 of a crankshaft 15. The slide base 6 is equipped with a hemming blade 8 and besides with a pre-hemming blade 9 driven by a cylinder 10. In a process where the up-and-down motion of the base 4 and the back-and-forth motion of the slide base 6 are combined into a motion, a hemming flange part F is subjected to the preliminary bending work by the pre-hemming blade 9 and subsequently to the permanent bending work by the hemming blade 8.
