PROBLEM TO BE SOLVED: To realize a recording and play-back device having a data recording function without practically increasing the number of components and costs by solving the problem of the absence of the data recording function when recording and playing back a ROM disk with a recording and play-back device using an optical recording medium or when a RAM disk is played back by a recording and play-back device exclusively for optical play-back. SOLUTION: Magnetic recording and play-back independent of optical recording is performed by providing a magnetic recording layer 3 as an upper layer of an optical recording layer 4 of a recording medium 2 and providing a magnetic head 8 on the side opposed to an optical head 6 to perform recording or playing-back.
