PROBLEM TO BE SOLVED: To accurately predict the concentration of volatile organic compounds in a room where diffusion products and absorption products are installed therein. SOLUTION: The predicting and proposing method is composed of first to fifth steps. In the first step S10, the amount of the volatile organic compound being diffused from the diffusion product is calculated as a diffusion value for every diffusion product. In the second step S20, the amount of the volatile organic compound being absorbed by each absorption product is calculated as an absorption value for every absorption product. In the third step 30, the diffusion value and the absorption value are stored in a data base DB in relation with the diffusion product and the absorption product respectively. In the fourth step S40. at least one diffusion product and at least one absorption product installed in the room are selected, and the respective diffusion value and the absorption value of the selected diffusion product and the absorption product are obtained from the database DB. In the fifth step S50, a prediction value of the concentration of the volatile organic compound in the room is calculated by using a source-sink method on the basis of at least one obtained diffusion value, at least one obtained absorption value and parameters including the volume of the room.
