PROBLEM TO BE SOLVED: To inexpensively treat a substance (factory waste fluid) containing oxidized form nitrogen such as a nitrate, a nitrite or the like to make it harmless. SOLUTION: This treatment method for making an oxidized form nitrogen-containing substance harmless, is characterized in that the oxidized form nitrogen-containing substance is introduced into an incinerator during the incineration treatment of plastic-containing waste when the plastic-containing waste is incinerated in the incinerator and nitrogen oxide, which is produced by the decomposition of the oxidized form nitrogen-containing substance introduced into the incinerator, is reduced to nitrogen by a reductive gas in the incinerator produced from the plastic-containing waste. As the incinerator, for example, a rotary kiln is used and the oxidized form nitrogen-containing substance is introduced into the initial combustion zone of the plastic-containing waste of the incinerator or the zone in front of the initial combustion zone.
