PROBLEM TO BE SOLVED: To easily and firmly fix an elastic cover member to a covered member such as a strap or a chain. SOLUTION: The covered body 1 is inserted in an insert hole provided in a large-diameter part of a cover insert member 3 having a small-diameter part and a taper part, and an elastic cover member 4 is inserted through a hole part into the small-diameter part of the cover insert member 3. The elastic cover member 4 is elastically deformed and expanded by cover push-in means 5, 6, and pressed to forcibly pass the taper part and the large-diameter part into the covered body 1. After the elastic cover member 4 is pushed into the covered body 1, when the cover insert member 3 is separated, the elastic cover member 4 is integrally fixed to the covered body 1 by elastic force.
