摘要 PROBLEM TO BE SOLVED: To solve the problem that the compression rate of a conventional image encoding device for monitoring is lower than that in the MPEG system and a recording time is shorter because a JPEG compression part is adopted therefor. SOLUTION: When receiving a detection signal from a scene change detection circuit 14, a scene change continuity detection circuit 15 monitors the detection signal for a prescribed time, When receiving a detection signal again within the prescribed time, the detection circuit 15 outputs a scene change continuity detection signal. When the continuity detection signal is inputted from the scene change continuity detection circuit 15, a GOP (Group Of Picture) structure setting circuit 16 switches and connects a switch 18 to the side of a terminal (a) by using a compression method selection circuit 17 and turns off a switch 19. Thus, an encoded signal of the MPEG system having GOP constituted only of I pictures is outputted for an input video signal. In the case that continuity of scene change is not detected, the switch 18 is connected to the side of a terminal b and the switch 19 is turned on to perform normal encoding in the MPEG system.
