PROBLEM TO BE SOLVED: To provide an IP network system, in which voice communication can be conducted easily between the system without using an H.323 protocol such as an existing IP-PBX system and the system using the H.323 protocol, and to provide an H.323 gatekeeper. SOLUTION: The H.323 gatekeeper 1, an H.323 terminal 2, an IP-PBX 3, and an IP component 4 are arranged over the IP network 5. Also, the H.323 gatekeeper 1 executes protocol conversion between a PHS protocol and the H.323 protocol by the software mounted to itself, and voice communication between the H.323 terminal 2 and the IP component 4 can is realized.
