PROBLEM TO BE SOLVED: To provide an oil decomposing agent for decomposing and removing oils and fats contained in waste water using microorganisms, its manufacturing method, and a method of using it. SOLUTION: Nutrient sources are added to humus to ferment it, and then oils and fats, and carbon sources are added thereto to perform refermentation. The resultant material is rich in bacteria of the genus Bacillus and heterotrophic bacteria, which improves oil splitting characteristics. The oil decomposing agent is suitably used for pretreatment of biological treatment by the activated sludge method, and for oil decomposing treatment for an adsorbent on which waste oil has been adsorbed.
