PROBLEM TO BE SOLVED: To provide a recording disk medium improving device that can improve the properties of a recording disk medium such as a CD or a DVD by irradiating negative ions for activation. SOLUTION: This recording disk property improving device 20 has a cylindrical case 2 having a table 1 to load a recording disk medium D, many tourmaline ceramic balls 9 horizontally laid between the metal nets 11a, 11b provided directly under the table 1, a negative ion generator K1 to generate negative ions i by radiating the light and heat of the lamp 4 from under the nets, and a negative ion i irradiator K2 which makes forced circulation of the generated negative ions i upward by using a blower fan 7 which has a timer switch and irradiates the disk D through a nets 6.
