PROBLEM TO BE SOLVED: To evaluate objectively and independently of a personal difference, a surface abnormality such as surface exfoliation occurred on the surface of a concrete-based structure, exfoliation of an outer wall tile, or skeleton deterioration. SOLUTION: A device used for this method comprises a striking hammer 3, an acceleration sensor 4 provided on the striking hammer 3, and an analysis processing device 6 connected to the acceleration sensor 4. The surface of this concrete-based structure is struck by the striking hammer 3, and a measured time history acceleration a(t) is taken into the analysis processing device 6. Then, a striking initial velocity V<SB>0</SB>of the striking hammer 3 is calculated by performing time integration of the time history acceleration a(t) in the analysis processing device 6, and a value Z(t) determined by dividing a time history striking force F(t) (=M(hammer mass)×a(t)) generated on the structure surface by the striking initial velocity V<SB>0</SB>of the striking hammer 3 is used as a contact impedance Z(t), and the integrity of the concrete-based structure surface is evaluated by the contact impedance Z(t).
