PROBLEM TO BE SOLVED: To provide a disk storage device and a disk storage system extending the life of a hard disk. SOLUTION: A data writing and reading means 121 reads the threshold of the integrated value of a loading time and the frequency of scroll etc. from a storage part 130, and reads and writes data from/to a hard disk 110. A driving exponential calculation means 122 calculates a loading time ratio and a scroll frequency ratio as the consumption ratios of a loading time integrated value and a scroll frequency integrated value based on the read threshold of the integrated value of the loading time and the frequency of scroll, the integrated value of the loading time and the integrated value of the scrolling frequency. An exponential comparing means 123 compares the calculated loading time ratio and scroll frequency ratio with each other. A waiting time adjusting means 124 and a waiting time setting means 125 calculate a new waiting time so as to reduce larger one of the loading time ratio and the scroll frequency ratio, and set it to the hard disk 110.
