PROBLEM TO BE SOLVED: To provide a new stirring blower for an underfloor ventilation system which can provide not only all the blowing directions on a plane but also the wind direction that has a thickness variable in a vertical direction. SOLUTION: The blower provides a reduction mechanism 30 which installs a blower fan 9 on one end 8a of a rotary shaft of a motor 8, simultaneously pivotably loose-fits a fan casing 10 having a blow-off port on the end 8a of the rotary shaft outside the blower fan 9, and rotates at a relatively low speed by being operatively coupled to the fan casing 10 on the other end 8b of the rotary shaft. The blower is the stirring blower for the under-floor ventilation system which provides a flap device 18 provided with a plurality of movable vanes on the blow-off port of the fan casing 10, and further is configured so that the flap device 18 pivots by interlocking with the rotation of the fan casing 10.
