PROBLEM TO BE SOLVED: To provide a device and a system for guiding getting on and off a train that can prevent the user from missing the train without being aware of the departure time of the train. SOLUTION: There is provided a registration part 14 for registering the phone number of a mobile phone 1 and a calling time a predetermined time prior to a get-on time or a get-off time as a pair, and when the calling time that has been registered by the registration part 14, this device refers to the phone number corresponding to the calling time and informs the phone 1 of a get-on/off guiding message.
