PROBLEM TO BE SOLVED: To provide a means for easily monitoring a state in which the activity of a developing solution at the start of development is held constant throughout a developing process of a lithographic printing forme original plate on a developing solution replenishment basis. SOLUTION: A method for manufacturing a lithographic printing forme developing solution (4) for developing a lithographic printing forme original plate having been image-exposed includes: a processes of preparing a 1st development starting undiluted solution (1) and diluting the 1st development starting undiluted solution (1) at a specified dilution rate to prepare a 1st developing starting solution (1'); and a process of supplying a development replenishing solution (2) to the development starting solution (1') so as to maintain the activity of the development starting solution (1') and measuring the electric conductivity (α) of a substitute developing solution (3) when the substitution rate of the development replenishing solution (2) for the development starting liquid (1') reaches 100%. Then a 2nd undiluted development starting solution (1) is prepared and the electric conductivity of the 2nd development starting solution (1) is so adjusted that a 2nd development starting liquid (1') diluted at a specified dilution rate shows the electric conductivity (α), thus manufacturing the developing solution (4).
