PROBLEM TO BE SOLVED: To provide a toroidal continuously variable transmission manufactured from a steel, wherein dimension of the maximum interposed material is surely estimated, and provided with an input disk, an output disk and a power roller bearing surely guaranteed for the allowable stress when designing strength. SOLUTION: Inspection standard volume when inspecting an interposed material in the steel with ultrasonic inspection is formed into a volume at 5.0 x 10<SP>3</SP>mm<SP>3</SP>or more within a surface to be inspected, and the number of measurement is set at five or more, and furthermore, dimension of the interposed material is estimated by an extreme-value statistics using a value based on the volume, wherein stress is applied to each of the input disk 2, the output disk 3 and the power roller bearing 11, as a volume for estimation of the interposed material in the steel. The steel, wherein dimension of the interposed material is estimated, is used to manufacture at least one of the input disk 2, the output disk 3 and at least the inner ring 10 of the power roller bearing 11.
