PROBLEM TO BE SOLVED: To efficiently control vibration caused by an earthquake or wind. SOLUTION: A frame of a plurality of stories is erected from the ground, and a supporting plate 108 is swingably hung from the frame by a hanging member 106. A building 105 is constructed on the supporting plate 108. The supporting plate 108 and the frame are connected with each other by a damping device 12. When the frame vibrates during the earthquake or the like, the supporting plate 108, on which the building 105 is placed, is moved by an inertial force, and as a result, a difference in vibration relative to the frame is caused (phase differential is caused), so that the vibrations of the frame may be controlled. A damping force is added by the damping device 12, and the vibrations of the frame and the supporting plate 108 are curbed quickly. COPYRIGHT: (C)2004,JPO
