PROBLEM TO BE SOLVED: To provide a packaging body for wheat flours having shape-keeping property improved for the conditions in transport, storage, display or the like and environmental changes. SOLUTION: A packaging bag is flat in a folded state, and swollen in a three-dimensional shape when filled with wheat flours 5. A cylindrical barrel portion 1 and a bottom portion 2 connected to a lower end of the barrel portion are formed of a film. An opening part is formed on an upper end of the barrel portion 1, and a male-female engagement type chuck 3 to seal the bag is provided in a vicinity of the opening part. Only the bottom part 2 is in a gusset shape so as to be self-standing when the bag is in a three-dimensional shape. Flours are filled in the packaging bag under the environment of 30-45°C so that the specific volume which is the volume of the packaging bag to the weight of wheat flours is 1.2-1.4.
