PROBLEM TO BE SOLVED: To provide a channel assignment system capable of simply coping with both of fixed assignment and optional assignment of an information transmission channel. SOLUTION: A step of referencing a flag denoting which of the fixed assignment and the optional assignment is designated is provided to a head of a conventional program of a channel assignment processing by a control channel, when the optional assignment is designated, the system performs channel assignment processing by the control channel according to the conventional system, and when the fixed assignment is designated, the system furthermore references a channel assignment table to designate a channel corresponding to an information class.
