PROBLEM TO BE SOLVED: To provide a system capable of attaining a free dial (R) speech at a charge equivalent to about a local speech charge. SOLUTION: The system 10 is configured by interconnecting access points 40a to 40z provided to each region, a CTI server 30 and call centers 50a or the like in the center with a leased line. Each access point is provided with an incoming call phone corresponding to each call center so that each incoming call phone receives a free dial (R) speech addressed from a fixed phone in a region to an optional call center, the CTI server 30 decides a connection path from the access point receiving the call to the target call center so as to interconnect the incoming call phone in the access point and the target call center by the leased line.
